On October 27th an exhibition was held at the Public Hall in Albert Street promoted by PKC’s Housing Dept.
The proposal detailed is to demolish the existing former children’s home in Birch Avenue and build 5 blocks of flats, each having 4 units made up as 16 x 1 Bed and 8 x 2 bed, with the ground floor formed as wide entry for possible disabled use. The proposal also includes the formation of 23  parking bays. A formal planning application has not yet been submitted and no timescale for the development was available.
We think it is fair to say the whole community of Scone was completely unaware of this event and when questioned about this lack of publicity the Council representative indicated that neighbours of the proposal had been notified as if this was adequate. The Community Council is shocked at yet another example of a complete lack of understanding by OUR council that they should be consulting with the local community on development issues directly affecting residents.
The Council representitive was challenged about the housing development embargo of 10 units or more until the CTLR is a ‘Committed Project’, but he was unaware of this matter. SDCC has now submitted this request for clarification to the Head of Planning & Development at PKC as of November 3rd:
